Alloggiati Web (Italy)

Anyone offering accommodation in Italy must report every guest to the Questura (art. 109 TULPS): one schedina per person, Italians and children included. This has to happen within 24 hours of arrival, and within 6 hours for a stay of one night at most. The Alloggiati Web integration files these reports automatically, based on the guest registration your guests fill in themselves.

The Italia group with the Alloggiati Web and CIN / CIR tiles only appears for a property in Italy.

What you need first

  • The username and password for Alloggiati Web. You get them from the Questura of your province when you register your establishment.
  • A WSKEY. You create it yourself in the portal alloggiatiweb.poliziadistato.it, under Profilo → Genera WSKEY. If you create a new one later, the old one stops working: enter the new one in BedFlow too.
  • If you manage several holiday homes under one Gestione Appartamenti account, every home has its own number in the portal (IdAppartamento).

Setting it up in BedFlow

  1. Switch on Guest registration for the property. For an Italian property, "Italy: sex, country and municipality of birth, and the lead traveller's document" is already on. See Guest registration.
  2. Open the Alloggiati Web tile with Configure and enter Username, Password and WSKEY. Password and WSKEY are stored encrypted and never shown on screen again; leaving a field empty when saving keeps the stored value.
  3. Choose the account type: Establishment for a hotel or B&B, Gestione Appartamenti for several homes. With Gestione Appartamenti you enter the IdAppartamento for each home.
  4. Click Test connection. BedFlow requests a token and checks it; you see straight away whether username, password and WSKEY are right.
  5. Switch on Enable reporting to Alloggiati Web and click Save.
  6. Optionally click Test run (without reporting). The schedine of the latest registration go to the Polizia di Stato's check method: you see for each guest whether the details would be accepted, but nothing is reported.

What your guests fill in

Every traveller, children included, gives sex, date of birth, country of birth and nationality. Those born in Italy choose their municipality of birth from the Polizia di Stato list (start typing). Abolished municipalities are listed too, with the year they were abolished: someone born in a municipality that later merged chooses that old municipality.

Only the first traveller gives an identity document: type, number and issuing country (and the municipality for an Italian document). When several people travel together, the guest chooses whether they are a family or a group. The first traveller then becomes capofamiglia or capogruppo, the others familiare or membro gruppo; the Questura asks no document for them.

How reporting works

  • As soon as a guest completes the registration, BedFlow prepares a schedina per traveller, with the legal deadline: 24 hours after arrival, or 6 hours for one night. The moment of arrival is the start of your check-in time, or the moment you check the guest in if that is earlier.
  • Nothing is sent before arrival: the Polizia di Stato only accepts an arrival of today or yesterday, and a guest who does not turn up should not be reported. From the moment of arrival the schedina goes with the next round; BedFlow checks every quarter of an hour.
  • Alloggiati Web judges each line separately. What is accepted is marked as sent; what is refused gets the error code and the reason, and goes again in the next round once it has been corrected.
  • If the lead traveller is incomplete, the family or group members wait too: without the capo the Questura does not accept them.

What is monitored

The tile shows when something was last accepted, how many schedine are queued and how many of them are late. If a schedina is about to be late (three hours before the deadline) or is late, you get one notification through Telegram or the app, not a new one every quarter of an hour.

If Alloggiati Web refuses access, the tile shows it in red. Usually the password has expired or a new WSKEY was created: enter the new details and test the connection.

Receipts (ricevute)

The Polizia di Stato issues a signed receipt (pdf) for each day and keeps it for only 30 days. Every morning BedFlow fetches yesterday's ricevuta and stores it with the property, so your proof lasts as long as the register.

Correcting a reported guest

A schedina that has been accepted cannot be changed or cancelled through the web service. If you change a registration after it was reported, BedFlow sends nothing twice. The tile and a notification then tell you to make the correction in the Alloggiati Web portal or with the Questura.

CIN and regional code

Every tourist accommodation in Italy must show its CIN (Codice Identificativo Nazionale) on every listing. Enter it on the CIN / CIR tile, together with the regional code if your region assigns one. Holiday homes with their own CIN each are entered per home. BedFlow then shows the codes on your website, at the bottom of the booking widget, below guest emails and on pro forma and invoice. Without a code nothing appears.

Identification in person

Under current case law a registration filled in by the guest alone is not enough as identification: the guest has to be seen on arrival, in person or through a video call. BedFlow handles the report, but that check stays with you.
